In bankrupt Freedonia, Rufus T. Firefly is unexpectedly named president and dictator, placing the nation’s fate in the hands of a wildly unpredictable leader. As wealthy Mrs. Teasdale becomes the focus of rivalry between Freedonia and neighboring Sylvania, Firefly’s bluster pushes the countries toward war, while two bumbling spies struggle to remember which side they serve.
