A prototype robot designed for crime combat, known as Robotic Officer Tactical Operation Research, breaks free from its development lab. When the machine malfunctions, its mission turns deadly, and it begins targeting innocent people with relentless force. As the escaped unit goes on a killing rampage, a project built to fight crime becomes a violent threat.
